Expand the Public Folder list by selecting the Plus Sign next to All Public Folders, the root folder and your domain. In the Navigation Pane select the Folder List Icon.

*This is a complete pain in the ass for something that should be really simple. Open Outlook and Login to your email account. Setting the entry manually to the correct category does not seem to affect the entry on other clients. When I right click and try to categorize the items failing to synch, these each have a white category with the same name and a note that it is not on the master category list, which cannot be edited or deleted. about 2/3 of the categories are correctly displayed for calendar entries, but 1 or 2 categories will not synch and show as default grey.) The calendar item would be present for all to see, but would not have the category set on any client but the first. When I first looked into this, everyone had their own color categories and any changes made to the shared calendar on one user's outlook client would not synch or be visible to anyone else. We have a calendar located in Public Folders which about 10 people share.
